He built Quarterday to solve his own challenges when budgeting his personal finances as a freelancer.
Whilst "passionate about budgeting" is a bit of a stretch, Simon has been a long time budgeter (close to 10 years now) and has used a variety of different tools and methods such as YNAB and custom spreadsheets.
